Fortunately for her, there are other options. The show exhibited numerous examples of heavier-than-air flight technology, and the comic gave us the story of an earth pony aeronaut who got himself into the Wonderbolts. Somepony ought to be able to hook her up with something to help her fly in some capacity.
 
Plus she has mechanical skills of her own - it would only be fitting for her to study aeronautical and/or biomechanical engineering and build what she needs herself.

I can see a way this will work, and unfortunately a way it can’t.  
In addition to flight, pegasuses have cloud control magic that allows them to stand on clouds, control weather etc. It is not intentional, otherwise RD couldn’t sleep on clouds. And if it’s unconscious and intrinsic then Scoot will have it too. We never see her storm busting or cloud walking because she is stuck on the ground. But she could possibly use the buoyancy of a cloud to keep herself in the air. Size is apparently not an issue.  
The problem? She can’t do it herself. Someone (blue) will have to carry her into the sky or bring clouds down.
