I see it more fluid/not so black and white. I think Rainbow Dash is “mostly” dom, while Fluttershy is “mostly” sub. But from time to time, Rainbow Dash becomes vulnerable and/or Fluttershy feels particularly confident. And this image is one of those times. ;)

No, because when it comes down to having a relationship, I see Rainbow being the passive one despite her insistence of being a tough assertive girl. She has very low self esteem as we know and freezes when it comes to pleasing those she looks up too. So in my head, she’ll carry those limitations in a relationship so Fluttershy will have to bring out her cute side. In Tanks For The Memories, Fluttershy is the stern one over Rainbow as seen. It just makes sense to me for Fluttershy being the dominant one given their history together.  
That, and Rainbow being submissive is a funny and cute thought 😁
