Put an anti-magic spell on him for awhile of course.

But Discord was responsible for breaking Tirek out the second time so they should deal with him first.
If they had a way to stop Tirek from stealing magic, wouldn’t they have done so long ago, given that he’s been in their custody twice and managed to escape and become a global threat all three of those times?
I’ve seen one fanart piece suggest that Cozy would need her wings clipped regularly to reduce the length of time she can fly. And I’m sure the princesses have some anti-magic spells to put on Tirek and Chrysalis.
Except at least one of them never needed magic to be a threat in the first place, remember Cozy Glow was still just a pegasus when she nearly erased all of Equestria’s magic, and I don’t think there’s a way to stop Tirek from just taking more magic if he wanted to.
An alternative punishment I would have gone with (which can also be for when they are released from stone) is stripping their magic away.

It definitively would have happened anyway considering that the final season would have had a villain team up regardless. If Discord hadn’t broken them out, the real Grogar would, and if he didn’t do it, they would have escaped and teamed up by themselves instead.
Discord still tempted them to do it. If he left them alone, none of this would’ve happened.
Yes, because if someone gave you an opportunity to do something bad, that person is entirely to blame, while you get to go away scot free despite the fact that doing the bad thing was still your doing and not even what the person who enabled you to do it intended anyway.

If you had your magic stolen, your castle destroyed, your beloved subjects in danger, and nearly your entire kingdom that you’ve ruled over for thousands of years destroyed, you wouldn’t be any more forgiving of the psychopaths who wilfully made it happen, especially when one of them ranted that they would do it all over again.
