If one word can describe Celestia, at best it would have to be “Control Freak”. Celestia in this context ended up making a serious blunder by foreseeing a vision that told her that Cozy Glow would turn evil through Magic paining her daughters’ heart. and acted on impulse to simply have her Daughters’ magic removed and erasing all traces of her existence from everyponies memories before banishing her from Canterlot. It was only a few days later that Celestia realized that the Prophecy was a Self-Fulfilling one because Celestia had stripped away her daughters magic and left her unloved and heartbroken. And instead of being a responsible adult and trying to find Cozy and beg for forgiveness and try to set things right: she ended up doubling down and begging that Cozy Glow remains far away and tries to live her own life somewhere else, and simply used Twilight Sparkle to try filling the “Cozy Glow-Sized” hole in Celestias’ life.
 

She isn’t, it’s his alternate equestria counterpart: the “Good King Sombra”. The simple fact that Cozy Glow exists in Equestria and isn’t present at all in the Human World is because of the fact that she is a dimensional anomaly: that her parents are from two separate worlds that would have never originally met like they have in other worlds by themselves. I doubt that Principal Celestia would even have the knowledge or capability to even comprehend feasible travel to other dimensions, let alone the accuracy needed to try finding an alternate version of King Sombra on her own that had all of the same attractive traits and attributes she prefers that would be enough for her to try banging with. These hurdles that Principal Celestia would have to try clearing, the physical existence of Cozy Glows across multiple dimensions are heavily decreased due to how much of an anomaly it has to be; yet this does not negate her existence across the multitude of divergent timelines that are branched off from the main timeline at the point of her very conception by King Sombra within Princess Celestia.
