Much like the mane 6 with their elements of harmony, rockhoof’s shovel and the other Piller’s items are just tools, they were not meant to be their source of strength and power to begin with, all that Rockhoof and others need is themselves to believe in what they can really do, that’s why he returns to buffed up self at that point when the epic concussion happened near the end there, when twilight focus all that friendship power from the pillers, young 6 and mane 6 onto the mean 3, to strip them of that power that didn’t belong to them in the first place.

well yet that’s because they’re only used them to unlock that chest in the end of season 4, also when comparing their items to thor’s hammer, captain america’s shield, tony stark’s suit, ect, they’re just that: items, that’s why in the g4 finale, none of the pillers, mame 6, and young 6 needed their items, elements of harmory or the artifacts, they only needed each other to defeat the mean 3 there.
and besides, rockhoof only turned back into his original self, cause tirek just stole it from him, it was the power of friendship that bring his buffed up self back to him later in the same finale.
