You have it backwards. Love is an emotion, friendship is a relationship. Love is required to have a genuine friendship.
This might sound confusing because most people equate love to specifically romantic love, but that’s not the only kind of love. There’s love for one’s family, or even an abstract love for the world as a whole. (A lot of people have trouble picturing what that is, but if you understand Superman’s relationship with Earth then you’ve seen a depiction of this kind of love.) And of course, there’s the love of your friends.
In order to have a genuine friendship, the relationship, then you must first have a love of the other person, the emotion. Therefore; friendship wouldn’t exist without love.

If you think about it, the distinction between the Princess of Friendship and the Princess of Love is rather arbitrary. Bats captured it brilliantly in the last chapter of Dreams and Bonds:
Cadence’s magic was her magic, and her magic was Cadence’s, not twins, not separate entities that understood each other, they were simply the same thing looked at through different eyes.
