The way I work it in the 3.5 D&D campaign I run is that vapor is basically vapor. Quality of source might matter as much as the shoes on an NBA player do (which is to say: only very slightly more than zilch). The difference between a cloud made by Fluttershy and one by Rainbow Dash would be the power and skill of the magic in the vapor… actually Fluttershy might make a better cloud in SOME cases, because she can apply “patience and time” to the job better than “Blue Fast” can.

She made it from the steam of a teapot. I don’t know how Cloud manipulation works, but I somehow have doubts about the consistency of the chicken’s scooter…
but they can make cloud houses, and I’m pretty certain that one of them was using a jackhammer on clouds, so I’d guess they can make extremely strong clouds too.
Yeah, but at the same time, they certainly haven’t ruled this concept out despite how easy it would be to do.
Just show Scoots sustaining flight for even a short period and they would never have to think about this idea.
The fact that they seem to be making a point of never showing her really fly implies that they just might be leaving that door open to explore at some point.
If not, no harm done, but it would be amazing to see.
Faust likely left the show over resistance from Hasbro to her ideas, so I find it hard to believe we’ll ever see anything like them.
It’s perfectly in line with Faust’s original plans and would be such an amazing piece of character development!
