Top Draw has nothing to do with the DVD releases. It’s the animation studio where the finished animation is produced. They aren’t going to relist completed episodes as being in production - it’s Shout Factory that authors the DVDs, not Top Draw.
My guess is that it’s just a DVD compiling Just for Sidekicks, Games Ponies Play, and Magical Mystery Cure since they could all be closely related enough to be considered one story. The former two are basically two sides of the same episode, and MMC may just follow on from the end of Games.
It was also listed as “DVD”, so that indicates it’s probably going to be direct-to-DVD release (possibly to be split up into episodes for later TV airing, like the Futurama and Family Guy DVDs were).
66 minutes. Was listed on TopDraw’s in-production list shortly after they removed S3 from it. Note that for S1,2 and 3 they listed episode x minutes, while this was just “MLP - 66 minutes” (or the like).
Top Draw listed a 66 minute DVD production on their website, due to be completed back in December 2012. I’m anticipating we’ll get some more info on that after the season 3 finale.
