It’s referencing how “oven” rhymes with “in”.

I’m guessing the dialogue in the original Garfield comic was either trying to introduce a phrase into the English language that didn’t already exist to make the comic funny, or assuming such a use of words already existed. If there was such a phrase as “of in __ of out __”, I never heard it.
