In my opinion, Fluttershy could no longer pee in her swimming suit because, she has a dry bladder and she needs to drink water (or juice) to hydrate herself, Rainbow Dash she notices that Fluttershy does not pee in her swimming suit and she congratulates her on that.

Fluttershy very appreciated that her friend congratulates her except that, it will not be for very long because, as soon as her bladder is full, she will surely (and again) pee in her swimming suit.
