I am curious about how they ended up in this situation.

presumably Fluttershy is a new recruit if her gear problems have not been sorted out but then why is she accompanying the princess do they need a vet on this mission maybe.
Or perhaps she is a veteran and was just issued new better armor befitting her value on the battlefield but then I would expect the quartermaster who gave her that would be experienced enough not to make such a mistake.

My best guess is it is scavenged armor
