Status quo is god is a dumb trope
Issue 81 of the comic had her hear the story of an earth pony who invented a set of artificial wings and got himself into the Wonderbolts. The comic ended with Rumble using a replica to fly in an air parade despite a sprained wing, though there was never the briefest acknowledgement that Scootaloo herself might benefit from that technology. Likely that was due to the comic still being bound to the show’s status quo; the way she was involved in the story made it feel like the writers were practically screaming “We would LOVE to have Scootaloo fly with that thing, but our hands are tied!”.

God I wish they gave her some sort of wing enhancements
It’s not just the fact that she never flew, but that after “Flight to the Finish” (which intentionally left it open as to whether she’d eventually fly) we had multiple scenes of her wishing she could fly and never the briefest mention of her getting any help there (you would think Rainbow Dash would have been taking care of that, but there was never any indication of her actually doing so).
Plus there were numerous examples of technology (hang glider, prosthetic wing, and more) that could have helped her fly if there turned out to be no hope of her doing so naturally, but never the briefest discussion of her actually using any of them.
The whole shebang made her situation feel even more tragic than if she’d been properly diagnosed in-universe and gotten a hang glider or something.

That and/or “We’re trying to have it both ways” - that is, satisfy both the fans that were hoping that she’d eventually fly and the ones who were holding her up as a role model for people with disabilities. Though they could just as easily have done that by letting her get her hooves on some piece of assistive technology.
Give her a jetpack or rocket attachment for her scooter. Or even just a glider attachment for her scooter. …A jet-powered glider.
Would also have been ok with this.

As much as I’d have loved to have her fly under her own power, seeing that would have been great too.
Realistically, a Pegasus not being able to fly would be as common an occurence in Equestria as humans who can’t walk in this world– there have to be well established in-universe adaptations to that already.

Idk. So far mist people seem accepting of those with any sort of disability. Especially physical ones. With Scootaloo, you have those who will be happy for her to be able to fly on her own one day— and those who will be happy if she finds a way to be happy without flying. I personally believe that since they grew up by magic in this episode, some things regarding them may have not properly matured with it (Example:Scootaloo’s wings). That doesn’t phase out the possibility that she wont be able to fly into her adulthood, but it doesn’t shut out the possibility that she will either.

It’s not a matter of “tolerance”.
It’s a matter of it being about Scootaloo.
Maybe there’s a perceived ‘worse-ness’ about not getting to fly as opposed to altered basic mobility.
