Quite possible. All we know is that there are events in his story arch that obviously occurred differently, but one could presume his growth as a teenage dragon would continue as normal.
Maybe he’ll get his wings in this storyline. Maybe they’ll magically pop out when he gets a kiss from Lily and/or Starlight.
there was a long gap between when Twi got her castle and Spike got his wings. We’re in that gap.

Panels 3 and 5 make me believe he’s very well aware of what he’s doing.
She can’t handle being on the receiving end.
Starlight teased him a lot in the past, so Spike has the right to do the same to her now.
I like to think of him as a Bad Dragon.
