Not quite.  
Starlight beat Celestia to her own game and asked for more tickets straight away…  
But the main 6 are not on the best terms and most don’t want to go with her.  
And she can not return the tickets to Celestia because that would admit she lied.
 
Quite the mess.

So instead of having only two tickets and having to decide which friend to take like Twilight did in that season 1 episode, Starlight feels guilty because she can’t take the whole town to some event. Bcuz communism.
