From what I’ve observed, the whole notion of Fluttershy having large breasts is just a popular fandom opinion (hence the 12,000+ images with the
busty fluttershytag). Also, what you said about the Equestria Girls’ anatomy is spot on; since none of them has a defined canon breast size, their appearances will vary based on what outfits they’re wearing…People seem to claim that Fluttershy has bigger breasts than all of them; but I’ve failed to see that being true. Their breast sizes changes depending on the angle the body is viewed from, and also what clothes they wear. This because every angle and clothing the torso is viewed in, requires a new image. Each being hand drawn in vector. So differences are probably not intended.
Pretty sure all of the Equestria Girls (main and background characters) have cleavage; it’s just Rarity and Sunset have been the only ones wearing clothing to show it off…

True, there’s one. I was just so tiny I missed it.
Also, it’s worth noting that ever since “The Other Side,” Hasbro has disabled comments on all the MLP vidoes (FiM and EqG) it uploads to YouTube…
