Actually, Spike’s fanning would make things worse, as he’d be blowing fresh air past where the scroll’s starting to smolder. It ought to have burst into flames.
 
Well, he was obviously panicking. And it’s not like blowing on it would have been any better, dragon breath and all.

I suspect some of the Pie family reality-bending powers at work here. Maud and Mudbrier are so clearly intended to be a couple that even their cutie-mark-labeled entry slips naturally gravitate to one another.
