She is. What you have to understand about Rarity and Sweetie Belle is that all of them are the real Rarity and Sweetie Belle.
 
Rarity actually does completely forget about what she was doing and switch into another mood completely, then flip out over what she forgot. None of her three-four-five completely different moods are an act. She’s the most accurate depiction of ADHD a cartoon has ever pulled off.
 
Sweetie Belle’s only got two (ditz and schemer) and both are legit. She’s a dainty little lady torn between what she wants and the pressure of her family and friends, so she second-guesses herself a lot and often says or does stupid things because she feels pressured to respond quickly.

Sweetie Belle might appear a bit slow and clueless at times, but I think it’s all just an act. She knows exactly what she’s doing.
 
She’s not nearly as clueless as she would have of believe she is.
