And don’t forget to mention when he ruled/invade/conquered the rest of Equestria, and enslaving, punishing, and imprisoning all the inhabitants across the land and cover the skies above Equestria with storm clouds and airships. I bet this happens while Tempest and Grubber go south beyond the Badlands and hunts down Twilight.

Starlight was the best villain the show’s ever had.
 
Also, of course Cozy Glow’s motivation doesn’t make much sense. Remember, she’s still a filly. A very smart filly, but a filly nonetheless.

Everybody up to Tirek was good. Starlight was trash. Pony of Shadows didn’t really get a chance to do anything once he came back. Storm King was only in about 10 minutes (or less) of the movie. Cozy Glow is good an manipulation but her motive is garbage. And Grogar’s just been behind the scenes.

I mean, it’s not really evolution if they are induviduals with their own goals…

See, I actually have kind of the opposite philosophy.  
Sure, a villain having interesting motivations and personality is nice, but I won’t care about that stuff unless I find the villain interesting or fun to watch through their actions.
 
That’s why Cozy Glow is my favorite unreformed villain in the show: she’s so over the top at times that I can’t help but have fun watching her

He may have been an antagonist, but he doesn’t really count as an evil villain, since he never had any malicious intent to conquer or destroy.

Eh, not really. Interesting motivations and an interesting background are what make a for a good villain and make for an interesting watch. And if you don’t care about the villain, it’s hard to really invested in the heroes struggling against them. I compare this show’s later villian stories with 2015 Star Wars. Conflict that’s really just wheel spinning. The same heroes fighting the same battles that ultimately serve no purpose. Snoke is the best expression of this. The guy oozes personality, but what are his motivations? Where does he come from? The writer doesn’t care and isn’t invested in any of this so why should I care and by extension why should we care about the heroes’ struggle against him?

Chronologically, yes. In release order, the Storm King came first, as the Movie was released before the Season 7 finale aired.

From Chrysalis on the villains start being more generic conquerors and monsters. Most of the villains from season 3 don’t have vaguely sympathetic motives.
 
Sombra: Enslave people.  
Tirek: Steal magic.  
Starlight Glimmer: Seal everyone’s magic. Destroy the timeline because she lost touch with a friend.  
Storm King: Steal magic.  
Pony of Shadows: Someone who got corrupted and wasn’t in control of their actions (a Nightmare Moon clone)  
Cozy Glow: Enslave people.  
Grogar: Conquer people.

Cozy Glow wants to use friendship as means to control people, and Grogar’s motivation has not been fully revealed yet, but he teamed up with Chrysalis, Tirek, Sombra, and Cozy Glow to use teamwork to defeat Twilight and her friends.

I liked them all up to Tirek. Then all of their motivations became relatively the same - get magic.
 
I don’t know about Cozy Glow and Grogar because I don’t watch the show anymore. But I bet they’re still about magic.
