This is just great.  
Partly this is a “joke” about how mentally disabled people have trouble in society. I put joke in quotation marks because the joke is that they have trouble. The joke doesn’t go deeper than that. It’s just laughing at handicapped people.  
The second thing is that the uploader took a picture of a serious accident and edited a pony into it. Look at that, the car driver is probably dead or injured and perhaps someone lived in that place? Perhaps someone owns the house and now it’s ruined? BUT NO MATTER BECAUSE HERE’S PONIES
