I think they did for a time.  
Notice that even after the idol was stolen the griffons still had plenty of gold, but since their were no longer united the rich griffons probably did the same thing Gilda tried to do in this episode; use wealth to finally leave.  
So all the rich or well off griffons left and used that money to start their new life while the poor griffons like Gilda had to claw their way out by nickle-and-dimeing everyone.

The End wasn't The End - Found a new home after the great exodus of 2012

This looks like Griffons were divided in several lords and their tribes till one of them had the greatest and best treasure to own which united them all under his rule as a king. Perhaps after the fall of the lat king they returned to that kinda rule again so while the old royal capital falls to ruins other griffon settlements grow with their local lords as their leaders.
