I’d say I’m not one for subtlety. In fact, I’m pretty fond of overkill, which is why I do what I do, the way I do.
Overt terror tactics can be useful to. Never under estimate what primal fears can do.

but the mass weak enemy/zombie tactics are a bit ineffective against well put together forces I’ve gathered always have to come up with something stronger yet still expendable or just a more stealthy way of infection. Something undetectable but with a slight ‘something’ that makes others know something is wrong something to keep people on their toes even when they don’t have to be, make the weak willed ones snap, make the paranoid ones panic, even the strong fall to a prolonged infection
Mind games are half the battle
The added benefit of undead/infectious creatures is that every enemy causality adds to my forces. But you can’t just rely on shambling zombies or some sort of zerg’ish infestor of course, to fragile. Bio-engineering can lead to such wonderful things….and at times oddities. Did you know that creating creatures that bleed explosive substances is a bad idea…I didn’t. One paper cut and the whole lab goes up!
Also, I did mention I don’t usually use troops, and that’s because logistics are a nightmare. Transports, fuel/food, morale, all that stuff. You only need to feed an ICBM once, after all.
Medium strength troops, capable of taking on larger forces, but not a big loss if the battle goes poorly.
Of course, I usually don’t use troops.
I prefer mass replaceability for my terror troops personally :T
Something easily replaceable, sort of weak, but seemingly uncountable in number can be utterly terrifying

Back to the drawing board….Maybe something partially robotic…
Really, this thing is an ambusher, and made to take on one pony at a time. If they don’t have the element of surprise, they’re pretty bad, and in a city, once the first few ponies go down, they lose it and get trampled to death. You need something tougher, or something that isn’t a creature.
