or maybe the animators were trying to make you think it was Luna? She literally said it wasn’t her. I’m getting sick of people saying they are the same when they obviously aren’t…

I don’t think that Chrysalis counts as an equine. I really don’t think that Scootaloo would think of Chrysalis when she imagines a horse, headless or otherwise.

The headless horse look like Princess Luna because she’s the scariest horse that Scootaloo has ever seen. Same reason that the horrible griblies hiding under you bed look like Christopher Walken.
 
Luna might actually be the only horse that Scoots has ever seen, come to think of it. Or the closest thing to a horse that she’s seen, anyway.

I think Scoot’s mind interpreted Luna AS that thing. Hence why Luna walked out of its image.
