Originally, back when he and Verko (or Greedy) were going to help the Mane Six with the rest of their new friends, Needy was a tarsier, a small, carnivorous prosimian-haplorrhine primate with really big eyes though scary-looking to most.  
I guess, after their roles changed, Needy was re-designed to be a sloth as he has dark rings around his eyes and in another screenshot featuring him, driving a cage for the Mane Six to get shoved into, he had those claws.
