Played that new update for a while. And nope, that’s not a bug from now i think :S
For me it looks a bit crazy, especially when you can get your ponies to 5-star with ease but with lots of money and just for levelling up star level :V

It looks like they raised the prices now that the shops run by themselves. So players make 2x, 3x, or more depending on how many shops they have and how many ponies they bother to raise to five stars.
