Ponies are already small compared to humans.
Say Fluttershy would stand on all fours next to Luffy, her eye level would approximately be above Luffy’s waist. Comparing that to Chopper in Brain Point, he’d stand just a head shorter than Flutters. Pretty mich Spike’s height, who in turn is around the same size as the crusaders, if not a tiny inch taller. Also, keep in mind that this art seems to use the old version of Chopper (which I gladly prefer as well), which wasn’t as tiny and chibi as he is nowadays, so I believe the scaling here seems pretty good.
