Well, technically, everypony EVER is related to each other, as all ponies share a common ancestor. Pinkie appears to come from an Amish family. And Cheerilee has a peculiar color scheme. (very light pink hair and dark purple coat.) Trough, they DO look like they might have a relation: http://images.wikia.com/mlp/images/a/a7/Pinkie_Pie_happy_birthday_Cheerilee_S2E18.png The same eyelashes, same yellow color in Cutie Mark, Cheerilee s’ darker parts of her mane are the same color as Pinkie s’ skin.
 
And; zebras, donkeys, griffons, even dragons, parasprites, diamond dogs, and all sort of creatures are related someway.

Yes, most likely Hasbro yells at anypony who erroneously names a character. :3

So, it’s not official YET  
And anyway, her name in the show is just “Cheerilee”  
Just like “Roseluck” is just “Rose” and “Trixie Lulamoon” is just “Trixie”.
