Easiest way to explain it I guess is that if you know how some girls are tomboys and hate dresses, well some guys are the mirror version of that and enjoy being feminine more than masculine. I’m feminine to the point where I might be MTF trans, but I identify as genderfluid as I don’t really know. All I know is that I really adore feminine fashions.
I don’t mind people that think it’s odd or not into it. I can understand that completely. I just fear people ridiculing me for it, but thankfully most everyone I know is OK with it.
So, yeah, sorry about wanting to wear the dress. I almost never get to do it IRL. This is good art, though.

I assume the dress is too fancy for her, so I assume it’s OK if someone else takes it.
It depends on what material it was made. It can be tight or loose.
She’d appreciate if I wore it instead of her? I assume so she has an excuse to tell Rarity so she can get a dress that fits her better.
