Fleur seems to have shrunk a bit. Was she always this short in proportion to Fancypants?

To top it of facial hair grow in at age 11.

Difference is those two are more of the “noble” sort of snobby, not lording their positions over others or being mean, just being a bit out of touch at worst. That goes more for Fancy than Fleur as we know little about her, but I assume Fancy is with her for more than just her looks.
