Yes. However, the first time always hurts and every bit that lessens said pain, helps a great deal.
 
And while getting her wet is an important part of it, a bit of anger can help too, with the stress hormons that it sends out. I think the best starting point would be, kissing her belly and proceding by trailing kisses further down. While the belly is a place, where parents would tickle their kid in a playfull manner, it’s still fairly sensitive and since one would be moving downwards, it would be really clear what one would be intending. So while her first reaction would be:“He kisses my tummy, like I’m some little kid.” Which would get her angry, but she still would not give her the time, to take disruptive action.
 
Since she can very well see, what one is doing there and it’s like I said still a sensitive place. One should smile in a teasing manner, while making a bit I contact and continue to her leg instead of the place she was thinking you were going for. This will accomplish three things.
 
-Make her a bit angrier.  
-Give her a point of reference, so whenever you smile into her flesh, at an angle she can’t see, she still will notice that you smile.  
-Make her anticipate the contact in her most precious place. Which is a kind of want and her wanting one to touch her there, is what one wants. And every time she gets a bit more frustrated, when she is denied what she wants, she will want it more.
 
Trailing kisses down her leg and then up from the underside, will make her almost go mad. Especially since there is a bit more sensitive skin on the thighs.

Maybe, but not so much that she feels like she’s being patronized or treated with kid gloves. That would be guaranteed to piss her off.

I propose an extra gentle approach, without hasty actions which could scare her.

That might be debatable, but at the very least it’s fair to say Bloom rarely has trouble expressing her disapproval. If this were anything more than cold feet, she’d probably be getting dressed already.
