And if they got sentenced to Tartarus, then they must be pretty strong on their own. A group riot would be disastrous.

Tartarus is what is was in Greek mythology. It’s a prison for those sent there by dieties, or a place where souls are punished after death. So, essentially Hell.

But even if it was, knowing television show logic somehow the power would fail throughout the entire facility. The criminals get loose, manage to stumble upon a secret entrance into the vault and all the guards are only two days away from retiring.
