Actually, this is a standard vector trace, 1033 shapes in total. I simply blurred some of the shapes to more accurately approximate the way the digital brush strokes and highlights work together in the original art. I had no idea potrace existed until you mentioned it.

Sure, this is a vector, but not one fully hoof-made. There are many notches and gaps in the black outline; the fill is smooth yet extends outside the outline in some places as if Cadance was shining. This is potrace (used in Inkscape’s Trace Bitmap function) applied to the original image with blurring of the fill and de novo vectoring of the cutie mark. This last part seems very uncanny - even jarring - to a seasoned vectorist like me since its sharp corners mean it fails to blend with its context.
