Upon further investigation, I have to take back partially what I said, Scootaloo is clearly looking at Applebloom here. It’s only Sweetie Belle who gives Scootaloo a lovely glance.

I can certainly see where the inspiration for shipping Scootaloo and Sweetie Belle comes from when they give each other glances like that all the time.
But it’s still painfully obvious that Scootaloo and Applebloom have a crush on each other and it saddens me that the Scootabloom ship is so underrepresented.
