I’m against the idea of inventing an off-panel apology. There’s very little to make me think Aspen has learned anything from this experience. He’s undoing the damage, yet there’s no pledge that he wouldn’t do it again.
That’s the odd thing: Celestia has never apologized for anything meaningful in the series. She’s offered social apologies for leaving to attend her duties, but never for making a mistake.
That said, I wouldn’t see it as out-of-place for her to apologize. Yet part of her absence was because of Aspen’s misguided efforts, and he does not offer an apology in turn.
If Blackthorn apologized, and all the deer (including Aspen) are personally helping to undo what they did, is it so much of a stretch to assume that perhaps, maybe, it is implied that some more apologizing happened off-panel?

Celestia is probably apologizing for allowing the park construction to happen to begin with and not being able to help in person. It’s not out of character for her to do so, is it?
