I agree with everything, except that the perspective is very off as well. The artist clearly has some talent but they need a lot of practice before their skill matches. Between the skewed perspective and brick pattern though, it really is an eyesore.

The tiny brick texture that makes up most of the picture is a bit of an eye sore. Not only are the bricks too small to be realistic or even believable, the massive tiled effect you have on this piece kinda draws attention away from the time and effort you put into it.
 
Everything else in the picture seems to have some skill put into it. The pony’s anatomy is reasonable and the perspective is fine, but it seems like you cut a massive corner when you chose to use that brick texture.
 
Some advice I have for you is that you replace the unrealistic brick texture with some hand drawn ones. Not only would it look better, but it would also give you something more to be proud of.
