Incorrect.
That is Cham Cham from the Samurai Shodown fighting game series by SNK Playmore. She appeared as a playable character in 2 and 6 (a Dream Match game consisting of all characters from those 2D games).
I’ll be representing SNK Playmore, if no one else are confident enough.
