We don’t really know what the guard was going to do; He might have just aimed the spear at the changeling with intent to use it as a threat.  
It’s kinda hard to arrest someone hostile without SOME means of subduing them, whether a threat or more forceful sub-dual.

Realistically, the guard would be charged and dismissed for attempted to injure or kill and unarmed enemy instead of arresting him. I know there’s artistic licence and I recognize this is a predominantly silly humoured comic, but still, just pointing out, it’s one of the 101 rules about this sort of thing. Are the Canterlot Guards really THAT incompetent at their jobs?

So true that one can’t just attack someone reading a book… it’s so cruel. It’s like saving over a friend’s “Perfect Game Completion”-file in Persona 4.
