Hey there.
 
It hasn’t been fixed because it’s not, as TSP said, a bug in our code - it’s imagemagick’s treatment of the embedded metadata in the image. We’ve got a workaround but the workaround actually causes more problems than it fixes, and we’ve not had the dev time to look at it. It’s not a simple bug, sadly!

The scaled versions are intentionally generated at a lower quality setting than the full res versions. That said, no, they shouldn’t be noticeably so, but the library we use for this, imagemagick, has a bug itself, and we’re not developers on that. It is still on the todo list to find a way around it.
