A wedding is a big thing. Which you can’t just reschedule as you please. Those things take months to plan. (But in the logic of the show it was planned in a like two days.) But you are forgetting that after the attack they did this montage about Cadence doing all the stuff again what Fake Chrysalis-Cadence did. Which at least would take a day or two of rescheduling.  
(Probably meant a lot of extra cost, booking rooms for the guests, catering ect. Technically they made two weddings at this point.)

As far as knights go, Shining Armor seems pretty high on the aristocracy side. Twilight’s whole family kind of seems that way.
 
Point is, we don’t know how Equestria’s military really works. They may work like a modern military, with little time to reschedule for a birthday party. Or they may have set shifts like a nine to five worker.
 
However, what we do know is that Shining did not have to reschedule his wedding even as a national threat was occurring. Even as the city was threatened by invaders, Celestia was like, “Yeah, no reason to push the wedding back a few days or anything.”  
So…

that comparison doesn’t work either. If they are commissioned to guard a castle, they just could’t have taken a day of for a birthday party. But that depends of the rank and aristocratic background of the knight.
 
But the nitpick here is kinda pointless. Because the party was rescheduled at the last moment to Canterlot. So it could have been that he just wasn’t around, being busy on a mission, or something.  
On the other hand, he is captain of the guard and Twilight is the prime student of Celestia, if Twilight would have asked for her brother, Celestia could have made room for it in his schedule. Or just reassign him to the great hall for the day. ^^  
But we don’t know that for sure.  
Still a mentioning that she has a brother who couldn’t come would have been a nice foreshadowing. Mane critic point about a Canterlot wedding was after all that her brother nor Cadence were seen or mentioned before.

No, I know Shining Armor would be busy, being Captain of the Royal Guard and such.  
But AJ is supposedly “busy” too.  
I’m just saying that if AJ were as busy as she claimed to be, she would never have time for any fun times either. Especially as a farmer with a financially unstable farm.  
All I’m saying is that if we were basing who shows up to Twilight’s parties based on how “busy” they were, AJ would not be there either.
 
Also, you are assuming that Equestria’s military works like the modern U.S. military. It could function like medieval knights, who had plenty of leisure time during times of peace.
 
And my dad was in the Air Force. I had to move across the country all throughout my childhood. I was born while he was fighting in the Gulf War. So yeah.
