What ya mean?
When it was a friendship problem it was usually Twi herself who solved her messes or who did so after getting help from her friends.
And the chores are done by Spike as usual business.
In no episode did Twi force Spike to clean up her messes, neither with orders nor threats nor anything else.
When Spike helped Twi to clean her messes he always did so willingly and on his own choice.
“Pandering”
It reminded me of Dungeons and Dragons more than anything. The dangers of intelligent magic items, for one thing.

Yup, I freakin love this episode. Maybe a bit of fanpandering but I didn’t care much about it
The same could be said of characters like Shining Armor and Cadance. They’re supporting characters, which means they don’t get as much screen time, but they do plenty of things off-screen. In fact, Twilight said something during this scene that implied that Cadance came all the way from the Crystal Empire to help fix this mess (can’t understand why, but it was funny).
Yeah, lets not assume that she’s useless because we see so little of her. Equestria didn’t become the way it is from Celestia doing nothing all day.

Since the start of the show, we’ve seen about 30.8 hours total of all the ponies’ lives. Celestia is a supporting character, really, required only when the story needs her. I’m sure if she were part of the main cast (The Mane Six, CMCs, and Spike) we’d get more stories about what she does.
Absence of proof isn’t proof of absence, in this case. I agree that it would be nice to see how exactly Celestia spends her day in the actual cartoon. For now, we just have to take it for what it is: undefined.
An official comic would be closer to canon then a fanfic.
How can it do that if it’s not canon? I mean that’d be like saying that Rainbow Factory should give you perspective even if you don’t consider it canon.
You should read the Luna micro comic. Also the Spike & Celestia Friends Forever comic. It might give you some perspective, even if you don’t consider them canon.

Have we ever seen her actually run this country? Any time she shows up it’s most often because she’s gonna dump something for Twilight to fix. I mean shit, where was she in running the country during the Canterlot Wedding?
