As such, it follows that their horns may have certain mystical properties that rhino horns are assumed to have by certain cultures, but which they obviously don’t because - duh - it’s just bone and keratin from a mundane animal.

Not so sure about it being an entire extra lobe. I can see it being a tissue densely packed with nerves and some quite special cells, connected to the brain with a cranial nerve (like the one which connects the eyes to the brain). Breaking a horn is likely to be an extremely painful event, associated with the partial loss of magical strength (which may or may not be able to regenerate over time).
 
I do think that the actual horn, though, is for the most part like other animal horns a keratin covering over a core of soft tissue with a stub of bone.

This ties in nicely with my headcanon about unicorn horns containing an extra lobe.
