Its interesting that despite all the emphasis on how fast Rainbow Dash is, every pony in the Mane Six except Rarity has been shown to be faster than her at one point or another. Fluttershy has been shown at least twice as being able to fly faster, Applejack is faster on the ground, Twilight Sparkle was able to beat a distracted Dashie, and Pinkie Pie defies the laws of physics.

My personal headcanon is that “unicorn-style” teleportation involves using magic to literally tear open a hole between two locations for an instant, which explains the flash and the occasional burning.
“Pinkie-style” teleporting involves folding three-dimensional space itself (into the fourth dimension, time), which is why Pinkie can appear in spaces she couldn’t possibly fit in, as well as appearing in said spaces even before it could be possible.
The show seems to imply the warping of time/space isn’t instantaneous like Goku. A short split second lag exists at certain points, mostly in S01. :j
That said, instantaneous transposition is much, much faster than Mach 1.5 (assuming it can even be measured in such a format), so yes, Twilight is faster than Dash.
Fluttershy can only be fast under certain circumstances.
Applejack is faster than RD on the ground, because Rainbow’s speed comes from flying.
Pinkie is Pinkie.
Rarity, like you said, has no example.
So your right on some occasions, but that doesn’t mean Rainbow is not fast. None of the other 4’s speeds could make a Sonic Rainboom, so Rainbow Dash is technically still the fastest.
And Pinkie is just… well…

And since the very definition of teleportation is to be transported across time and space instantly… Well, infinite velocity > Mach 10 or whatever. :D
And Twilight can teleport, so….yeah.
