Yeah, they’ve done good with FS - “Find a Pet” song notwithstanding (but there you sorta need them gesturing and milking the giant cow). Take the few scenes where she’s show to be flying in extended periods like from “Daring Don’t”‘s intro, or in “Super Cider…” - She doesn’t gesture a lot, her emotions more by her poise or the like, even though she does have both front legs free to do so.

Dash is just getting her rocks off.

She’s always been that way, since S1, because she’s always flying and that gives animators the chance to use her front two legs more expressively (watch Dragonshy for example, Rainbow’s humanized expressions are crazy in that)
 
That said, I could have sworn remember reading that Lauren really didn’t like this and even if the ponies could use their front hooves, had told animators to back off , and keep them as horses. A simple front hoof jester to point or offer something is fine, but the hooves weren’t to be treated as arms for all purposes.
