Funnily enough, I was reading Scion of Chaos (which prominently features Sweetie Belle and magic) at the time when I saw this episode.

I think it’s ‘cause Scoots being handicapped was an original idea Faust had, therefore some see it as “canon,” whether it is, or not. That might be moot now. (Might be a li’l to sad to, if she can’t ever fly.) She never intended Sweetie to be handicapped, so they don’t care about that.
 
I will say, people need to get over the fact, Faust left the show, (By her own choice) and stop judging the show on that. So not everything she originally intended is canon. (Otherwise Rainbow Dash & Twilight would both be pink, and Applejack would be headbutting apple trees.)

So I’m guessing that the most basic of magic only requires the tip of the horn. The closer your magic aura gets to your mind, the more powerful it gets.
 
When it gets to the base of your horn, it fully connects with your mind.

Because unlike with Scootaloo, we’ve never seen any other unicorn fillies use magic. And it’s canon that Twilight, whose special talent is magic, could barely use it before getting her cutie mark. If anything, Sweetie is ahead of the curve.
