And when I meant “clearly supposed to be bipedal” I mean that if you were to draw how his skeleton is laid out, his spine would come out the bottom of his head, not the back like with ponies.

He sometimes crawls around on all fours. And yeah, his legs are on the side of his body. As for detail, you can see the tip of his tail bouncing up and down in this scene.

He’s most often animated bipedal as a baby, but his legs still come out of the sides of his body.  
Note how his whole body tends to sway back and forth as he walks and causes that little waddle of his? Granted, sometimes they animate that in more detail than other times. Anyway, that’s because he doesn’t carry his legs immediately under his body. It doesn’t mean he can’t be bipedal per se, but it complicates things a bit for him.  
I do think that dragons are only bipedal in the earlier stages of their lives, mostly so they can use their little claws to explore their surroundings better, before their mass increases and forces them on all fours.

His tail is just a continuation of his body, really. The other reason he looks a bit chunky is because his back is bent rather awkwardly in a way that wouldn’t be humanly possible unless our ribs were broken. He’s almost folding himself when he’s on his hind legs.
