No, he was never actually caught by Giovanni. He made himself more humanlike, became evil, and joined Team Rocket, but nobody ever caught him in a Pokèball. He’s not Giovanni’s, Domino’s, Jessie’s, Iris’, a Team Rocket Grunt’s, or anybody else’s. He’s just a wild Meowth that is as smart as an human teenager and just happens to be a member of Team Rocket, but Jessie or anybody else never bothered to sew him a Meowth-sized custom uniform, propably because he’s the first Pokémon to be a member of a Team. (excluding Pokèmon that belong to team members, of course.)

A Pokèmon could easily train other Pokèmon, think like Mewtwo and his clones (Charizardtwo, Blastoisetwo, and co.) and Meowth sometimes borrowed Jessie and James’ Pokèmon. (Meowth hangs out with Jessie and James, but was a wild Pokèmon for most of the series. Supposely Iris should have caught it, but apparently she did not?)
