Well, there are two reasons I can think of. They seem logically contradictory, but maybe the subconcious levels of our brains don’t care, and they are cumulative. Alternatively it could work differently for different people. Anyway:  
1.) Looks harmless, but gets intimidating when pressed. (The Stare, etc.)  
2.) Strong, debilitating, and/or ridiculous looking/embarrassing reaction to stress. (fainting with goat-bleat, etc.)

Sperm whales probably, the largest toothed-whales. That’s what I always assumed Monstro was. (Though, his belly looks like some baleen whales.)

I had two siamese fighting fish once - Lennon and McCartney. youre supposed to be able to keep them together if you have a tank thats very big, but they fight first to claim territory. But weirdly its only the males that have the long beautiful fins, the females look pretty bland (So rule63 on Fish-Rarity i guess).
 
Unfortunately for them, the females are more agile thanks to this and Lennon easily won every time. She ripped McCartney’s fins off for like two weeks until they got along.
