Or how about there just are a small number of pegasus and perhaps unicorn crystal ponies? Pony race is genetic, it could just be extremely rare in their gene pool - rare enough that a crystal pegasus stallion would have a bright career as a royal bodyguard, being one of the few who could keep up with an alicorn.

Remember that the Crystal Heart can give even non-crystal ponies a crystal form. Perhaps he’s just another regular pegasus but the crystal armor he’s wearing is channeling the power of the Crystal Heart even from this distance, granting him a crystal form and whatever benefits that gives.
