Both of those would be considered magitech, actually - Tank’s propeller being the result of unicorn enchantment (possibly Celestia’s, given the yellow aura), and Screwball being the result of Discord’s magic.

A better example of “true” cartoontech would be Pinkie’s helicopter, which doesn’t use any magic that we know of.
