Used to be? Rarity, if any.  
I’ve my own head-cannon for why ponies sometimes slip up, but it’s a bit complicated and mostly made just to add some humor to my own viewings (rather than being meant for sharing like my other head-cannons)
 
Lyra, outside of a specific fanfic/radio-show with some following, is generally obsessed with humans, NOT a former one.  
If anything, Rarity (and possibly other former humans, if any) might be where she got the initial hints that humans exist.
 
But, really, I think Rarity’s ‘problem’ is that she’s not really a Ponyville pony.  
Canterlot ponies would be less willing to pull carriages, would generally wear clothes, and she might be used to a slight dialect where ‘hand’ is more common than in Ponyville  
While travel is common, there doesn’t seem to be much need for it, so regional dialects have plenty of room to develop (in other words, ponies seem somewhat isolated even with the ease of travel)  
I don’t think it’s ever established that she’s LIVED elsewhere, at least not in several years, but she’d definitively pay more attention to and more eagerly embrace anything related to Canterlot or such.

Lyra is. Rarity is merely from a different culture with parents leaving her alone for long time with anthropology books.  
While Lyra is happiest unicorn who sometimes behaves like a human without much else.

That “Lyra is obsessed with humans” thing is just stupid.

Rarity might have all that going for her, but we already know what she does all day. Lyra on the other hand is an unknown… wait, how did you add that many tags but forget to add Lyra?
