out of character is self-explanatory.  
not that i have to explain myself to you, but you questioning me mean you must believe shes not acting ooc, so maybe you dont understand what it means.  
out of character means a character is acting in a way that they wouldnt act, like pinkie pie bein totally serious for more then 5 seconds or rarity happily playing in the mud.  
twilight was acting like a scaredy cat and started crying at the first sign of danger, that is NOT like her at all. shes always been one of the brave ones, even when scared or confronted with danger she maintained her composure for the most part and tried to find a solution through logic and reason.  
her panicking and crying just cause some strange creature threatened her is one of the best example of ooc, thats how fluttershy would likely respond but definitely not twilight. that scene was clearly done with the specific purpose of settin up a ‘knight in shining armor here to save the helpless damsel in distress’ stereo type that contradicts part of what mlp is supposed to represent.

Ok, well, if I were actually trying to introduce Flash? I’d have set up a situation that Twilight couldn’t easily magic her way out of-a social problem. Personally, I would have gone with the cop from earlier on. Twilight would have every reason to want to get away, but she would be under immense social pressure to comply with the authority figure and not cause a scene. In that situation, it would be complete in character for someone to come to the rescue, finding a way to talk their way out of it - “Oh hey, that’s my kid sister in an incredibly improbable costume, I’ll take her home sir” – which would bypass the whole LOOKIT ME IM SO TESTOSTERONE COOLBAD thing as well.

she was flyin across a few buildings through a city showin him like that could have very easily been a cameo as a way to show him for the heck of it. havin him in the comic isnt even the part that annoys me. its that not only is it clear their tryin to use that shity shit its that their doin it in the worst way possible. havin him show up like some savior while twlight is acting way outa character. the whole scene is an example of bad writing. which sucks cause the comic seemed pretty good so far just to throw away the quality for a shitty stereo type. again its not that hes here its that their screwing up everything just for the sake of revolving the scene around him.

What they’re saying is that criticism that goes from some to entirely nothing but venomous hatred is terrible criticism. If you want to give your two cents, it’s fine, but there lots of ways to do without excessive swearing, insults or just declarative statements with no reasoning to back that up. Taking that comment from earlier:
 
“Because clearly a girl like Twilight Sparkle can’t take care of herself. She obviously needs a man to protect her.”
 
No reasons to back it up until later in the comments and it’s dripping with sarcasm. A lot of people would take that the wrong way. If you want to criticize, you have to compose yourself and not let your feelings override your thoughts. It’d be something more like:
 
“I feel like there’s something off about this page. Twilight can fly, teleport, and use lots of magic spells. She can run away from this situation easily. Having Flash come to the rescue without establishing that comes across as chauvinistic. I think having Twilight getting ready to leave the scene before Flash interrupts would make it better.”
 
Not all criticism is good if they’re just mean-spirited with no reasons to back it up. One might as well just say, “THIS COMIC SUCKS” and justify that it’s criticism. We’re smart human beings, we can take a couple more minutes to think it through before typing it out.
 
And that’s all I have to say on the matter.

Comic was going good until I saw this… OH well :p At least he didnt roll up in a hugely over expensive and masculine promoting vehicle like he did in EqG’s You have let me down artist.
